ISLAMABAD: The Privatisation Commission (PC) chairman while abusing his power has given Rs 22.42 million to top officials as Eid bonus and award from profit.
The Auditor General of Pakistan Audit Report 2015-16 revealed that the chairman without having the authority had given Rs 22.42 million to secretary, senior JS, DGs and contract employees in 2013 and 2014.
The PC management incurred Rs 2.2 million in 2013 via Cheque No 3311724 as Eidul Fitr bonus, Rs 2.2 million in 2013 as Eidul Azha bonus and 17.95 million were provided to contract employees.
The audit observed that these funds were transferred from the commission’s fund relating to privatisation proceeds to the commission. Furthermore, the chairman also approved four basic pays for the core team and two basic pays to other employees. The payment was made to officers of BPS-19 to BPS-22, including Secretary Amjad Ali Khan, Senior JS Abdul Malik Ghauri, DG Hammad Awais Ghauri, Ilyas Khan, Arshad Mahmood, Akram Khan, Anwar Malik and Syed Zain Gilani.
Moreover, Rs 1.7 million were awarded to six consultants although they were hired on contract. According to rules, the PC chairman does not have any authority to provide these funds.
The audit also pointed out that there is no provision for Eid bonus and award to civil servants, consultants and employees of privatisation division out of the privatisation income.
However, the management has a different story to tell. In its reply, the management said the PC has full powers to issue appropriate policy directions regarding other miscellaneous matters concerning operations of the PC, including the payment of honorarium to the employees.
Furthermore, the PC board had approved honorarium to the employees on Eidul Azha and Eidul Fitr.
However, the audit did not accept the reply and said that the PC chairman was not competent to allow Eid bonuses out of the privatisation proceeds, which was trust money.
